I don't think you can make generalizations that everyone is lying or not lying. Some are, some aren't.
Lets look at science. From the point the female body reaches the age where they can conceive a child (has her period) until menopause she is scientifically able to reproduce and as nature would have it those years tend to be the most attractive to the opposite sex.
So generally from 14 - 50 or so. Now the high point of those years from a hormone and looks perspective is around 18-30 or so.
Now before people freak out - I'm not saying that 30+ are not attractive etc - I'm saying' the MOST attractive years'.
Now some girls become 'womanly attractive' earlier than others. I've seen 15 year olds that I'd swear are 20 and 18 year olds I thought were 13.
Personally I am NOT attracted to girls who look young or have a baby look to them. I prefer some level of maturity. At my age - what level of beauty and maturity would I date/pursue - 23/24 and up at least. What level is attractive? College age and up no doubt. (19+). But while I can look at a 19/20 year old and think she looks attractive - I would not pursue it for the maturity factor. When I was college age - but of course I would pursue it.
However from a physical level woman's bodies are best from about 17 to 24. Lean, nice skin, curves etc. It is the peak attractiveness. From an overall attractiveness though - I prefer more maturity to a woman and someone closer to my age. Few girls are comfortable as comforatable with their sexuality as I would like until they pass 25 so... thats my new target.

I think that if girls under 18 looks mature enough, most guys will be attracted to them (there are also guys who are only attracted by much older woman). Some girls look older and some look younger (people guess that i'm 18-20, but i'm a few days shy of 25) so it can be hard to judge sometime. For example, my best friend was at a time 16 and he could pass for a 18-19 year old (I have been seen as his little sister even though i'm a year olden than him).
18-20 year old guys are in the gray zone due to that they are not that old, but at least 13-14 year old girls should be to young for them).

I think many don't want to believe it because of social pressures but even 13 year old girls will have the necessary sexual triggers for a guy. From an evolutionary perspective it makes perfect sense to be attracted to anyone capable of reproduction. I read that 12-15 year old girls had the highest chance of surviving childbirth and having the child survive as well, maybe it was one or the other or both I don't remember. So I accept that guys can be attracted to teenage girls.
Studies show it can be damaging to have sex underage (go figure) but that most people tend to have the necessary mental framework to handle sex at 16 or be able to make a decision whether they want to or not. That's why the laws often have the age of consent around 16. Most guys will respect that out of moral decency if they see attractive young teens, but mostly they are little idiots at that age and it's annoying as fuq so they aren't attracted to the personality anyway.
I've seen on a number of occasions guys look at a picture and go oh she's cute/hot or something to that effect and the be told she's under 18 or under 16 and then go eww gross. Clearly modern guys don't like the idea of girls being underage but it's perfectly possible for a 13 year old to be attractive.
Girls don't just magically become attractive overnight when they hit 16 or the age of consent for wherever they happen to live. Guy's attraction isn't as fluid as girls, it forms over puberty and then the sexual cues are mostly set. Even if we say girls are most attractive in late teens to mid twenties, it stands to reason that they will be attractive to some extent on the younger and older sides of that age range.

It's not that simple. That's the age we start coming into our own sexuality, those are the first girls we're attracted to.
So in a purely physical, primal sense we never stop being attracted to teenage girls. It's fertility embodied.

16 is the legal AOC in a good portion of the US and most of Europe (sometimes 15 in Europe). Most men ARE attracted to women 15-19, this is known as Ephebophilia. Some guys won't admit it or just aren't consciously aware. It's actually completely normal, since girls of that age have gone through puberty and are sexually mature enough (breeding age). Humans used to have kids at 15-19 not too long ago.
13-14 is certianly much more iffy. Some girls are certianly sexually developed by then but can still be considered children, whereas 15 is considered the age of womanhood in many cultures (16 here in the US).
