Guys, why do guys stare at you but never make a move?

why is it that guys stare at you but never make a move? Example: One of my best guy friends is really attracted to me.. but he won't tell me to my face he told me that he just watches me from afar he tells me how much he cares for me and how pretty i am etc. He tells me this all online but not to my face. i've been knowing him for awhile. This happens a lot to me even with guys that i've just met. I catch them looking at me but they just sit there or they'll just turn their head i find it cute when they look away. But srsly what gives? why let an apportunity like that get away?

Simple he is shy. This is not a reflection on you or his level of attraction to you but on his poor social skills. Basically he has no idea you are into him as well and if he does he has no idea what to do about it. I would suggest making it clearer that you are into him as well. If that still doesn't work you should consider making the first move if you want anything to happen.

I, personally, just stare at whoever even when I'm not into them. I also stare at attractive girls though hah. If you see them sort of smile and look away when you two make eye contact then that's a giveaway.
