No not always some do it to keep their lips moist if they're getting dry. Some do it out of habit.

But it's pretty easy to tell why he licked them. If it was quick and fast and went back in his mouth right away it was forbpa different reason. If he licked them slowly, kind of bit his lips, or had a seductive look in his eye he's physically attracted to you.

Also typically a guy sticks his toungue out forward when they lick them for the other reason. When they're checking you out they'll lick them from one side to the other.

If he does it often it means he's attracted to you.

If he does it ALWAYS... Then, it's probably his habit or maybe he has dry lips

Maybe his lips are dry. Offer him your chapstick. If he accepts, put some on your own lips and then kiss the heck out of him.

Sometimes yes, sometimes he just has his lips dry. I lick my lips a lot (I don't look like a cow with my tongue out all day, but I do lick my lips often) so it's a habit.
If he does it many times while you're talking to him, then it's very likely that he's attracted to you.

That, or he's trying to bring your attention to his lips to get you thinking about kissing him, or his lips are dry (happens sometimes when people get nervous)
