It's up to you whether you want to proceed with him, I would be genuinely pissed off, it's one thing if you got stood up on a date, but hotels aren't cheap and it was a waste of money, so either next time he books it and you can show him how someone reliable is supposed to show up. All though I wouldn't be so cool about it still, you can call him out on his bluff and demand an explanation.
