Why are shy guys so inconsistent and confusing?

This shy guy who is maybe 5-6 years older than me acts as if he likes me. I can go through a list of how he acts and the signs that likes me but I won't. We've never spoken and just recently he started writing me messages on his phone and passing to me. We started passing mesages to each other for 2 days that way and chatted verbally after that. But why is it when we meet again the next day, he don't talk to me but just smiles and stands =+looks at me on and off regularly. sometimes I catch him looking at my phone when I'm watching a video, scrolling through my messages and looking at pictures but he quickly looks away after. Then after the awkward "i-look-at-you, you-look-at-me" moment in the train, when we get off, he waits for me by slowing down his pace and when I finally catch up with him, he finally talks! Why not start talking in that one hour of awkard silence but starts talking when we start walking?
Please tell me what is going through a shy guy's mind when he behaves that way so that I can understand him more. I'm sorry to say but it's frustrating for a girl when guys act that way because its like so inconsistent and sending me mixed signals

Passing messages? That's what school kids do. I suppose his issues go far deeper than just being shy. he may have social anxiety, or worse. Or perhaps he is just not interested in you in THAT way./

he definitely showed signs like being nervous around me... helping me carry my rulers... and the day when I first talked to him, he nervously offered me some sweets. And when I gv him a packet of sweets the other day, he gave me a car wash voucher yesterday. also when I complimented him on his watch, he begin saying that mine is nice to and strking it for a good 45 seconds. He even notices that carry a sketchbook everyday and asks me if I liked drawing. He looks at me when another guy talk to me and follows me to the coach that I go to every time...(except for the times my friends are with me). and before all of these happened, he kept staring at me for more than 15 times per train ride for 2 months. and when I look back at him, he quickly looks away, sometimes with a smile. and once when I smiled at him, he nervously batted his eyes around the room and rubbed his neck. are these signs of him liking me? there are more, of course but that would be too much to write about

I suppose he does like you. Since he isn't doing much to express himself, I guess the onus is on you to take the lead here. If you like him too, that is.

I do like him... but since I'm shy myself, i do not know what to do. Should I offer to go home at the same time as him or just blatantly tell him I like him and ask if he feels the same?

First step, try to find a way to communicate more with him. You could offer to go home at the same time as him, so as to find some time to talk to him. Directly telling him that you like him might backfire, especially since he seems to be so damn shy.
