Do you mean if a guy feels shy will he always stutter? Definitely not. I think stuttering has more to do with how some people talk when excited or talking fast. They can be talking about a new video game and stutter from the excitement.
It's more common than you might think, i'm not as shy as i was but i still stutter and trip over my words around a girl i like

Continuous stutter. Brain works super fast, it converts too much feelings to too many words & sends to the mouth. Transmitter is faster than receiver so there is flooding. Some data gets lost. Mouth can't keep up so we stutter.
i usually remain calm but i do tend to stutter a bit
