Guys, is it normal for guys in relationships to check out/comment on girls when they're out with their boys?

If yes, can part of the reason to "blend in" with the rest of the group?

Here's how it should be:
1) Can he simply look at women? Yes. He's a human male after all, he can't really help it.
2) Can he stare? This is grey territory since some people have different definitions of staring but generally the answer should be no in any case.
3) Can he comment? No. That's overstepping a line. And that line is respect towards your girlfriend.

I smile and go along with it but I don't say anything, I basically participate as little as possible.
