Guys, Guy staring at my stomach?

He was friendly and all when we were introduced and talking. But then I took off my jacket... and he kept staring at like my stomach. I'm not fat at all by the way. We were talking and his eyes kept going back down to my stomach multiple times. I just ignored it and carried on like normal.

Then when I left he seen me and said bye with like this smirk on his face.
Is this a good thing or bad thing?
