I would ask if she needs help. It's not my business to involve myself in the emotional, private business of a stranger, so I won't ask "what's wrong". But if there is something I can do to help, then I will.

I'd try to comfort her of course. And I don't have to know her to do that. I once saw a young woman crying at work and sat beside her until she was ok.

set next to her and try to get her to talk. she might not want to or is embarrassed about something that is hard to talk about. eather way sometimes the best gift you can give someone is the feeling that someone cares.
Here I end up turning like a counselor and gently asking what's wrong, though if unresponsive, I might leave her alone. I'd do the same for a guy though.
