He randomly sent this out of the blue... I Saw him about two weeks ago and we kissed and such. He says he doesn't want to date anyone as of right now and it might be because I'm still 17 and he's 22. (Just turned 22 and I turn 18 in a month). Is he interested or just interested in being friends?

Well men are just as sensitive as women and when we are hurt a lot of us close our selves of to relationships which is sad. Just keep flirting with him like: eye contact and laughing at his jokes (ect). Show him that he can open up and not be hurt. A lot of men will just hold onto pain and it kills them inside. He should come around and don't be afraid of asking him out.
