Well... British men tend to say that just because it's in their culture to speak that way with a woman who is tender, young, or pretty much any woman. It's equivalent to the use of "dear," here in America.
Chances are though he cares about you and possible does have feelings for you because you mentioned he said he had a soft spot for you! ;)

Well, the checkout lady at my local grocery store calls me 'love'. But yes, it all sounds good :)
