What to do if a guy seems interested but won't make a move?

This guy in my class keeps looking at me and saying hi and smiling whenever he sees me but won't say anything else. I can tell that he glances at me a lot during class but he never comes over to me or tries to talk to me when I am by myself after class. I complimented him once and his eyes lit up and he looked really happy, and he was staring into my eyes the whole time. He asked me a couple questions and that's the only time we ever spoke. He seems like he wants to talk to me whenever we see each other but only says hi or bye and nothing else. I can't understand why he wouldn't want to strike up a conversation when I am around if he likes me? Why doesn't he come over or ask me out? Is he only interested in being friends? I try to smile at him whenever we make eye contact and wave but that's it.
