What does it mean when a guy says "it's cool" when you apologize for something? I felt I texted him too much, he said "it's cool" was working?

The *more than likely* explanation is that he's mad. "Cool" is just as bad as "K" to me. It's a way for him to brush it off.
Whether that means he needs time to think it over or completely ignore whatever it was and pretend like it never happened; varies with the guy.

Personally:
Men need to use their words. We're not children anymore and there's no excuse for you to do this.

I really am 37, just haven't really have been out of dating for a while so trying to figure this out. I texted him once and he sent me a question. I answered it and sent another reply about twenty minutes later and then a few hours later sent him another text. He didn't reply so the next day I felt bad because don't want to bombard him with messages when he doesn't respond and he replied it was "cool" and he was just busy working. I really am not sure it that is likely to mean it bothered him

From my experience, it means he's bothered but doesn't want to deal with it.
However, I did elaborate and say (in the beginning) that there's a chance he really did mean cool.

I texted him last night, he responded back pretty much right away, then I sent a couple more texts to answer a question he asked. Then a few hours later with no response from him, I texted him saying I had a good night and hoped he did (I thought he was working but wasn't sure) he didn't respond so this morning sent him a text apologizing if I texted too much, he said it is cool and that he was really busy at work and he couldn't respond. He sent that this morning but I haven't texted him back still a bit embarrassed with myself for sending him a few texts before he responded :/

P. S. About the age. There are many who input a random age (in a hurry or such) just to ask a question.
So, I always make sure to ask when seeing a question like this with your age range or higher.
