Is he interested or are some guys just naturally touchy?

In a camp, there was one time all of us sat cross-legged and he sat next to me. he was so closed that his knee was touching mine and I thought it was an accident so I moved away, but he moved his leg so his knee was touching mine again. I wanted to test him so I moved my leg away, but he again moved his leg and so his knee touched mine.
All of us were watching girls playing basketball, and he told me the girls at his high school would use their nails to scratch one another when they play basketball. he asked me for my arm, he then used his fingertips to gently slide across my forearm to show me how the girls scratch each other.

Was he using excuses to touch me? Is he interested or are some guys just naturally touchy?

To me he sounds like he's making excuses to touch you because he likes you. So he's probably testing you to see if you feel the same, if you don't feel the same be sure to tell him straight up to save him and yourself a lot of time and stress
