So what does it mean when a guy notices your hairstyle is different, but doesn't necessarily compliment you on it?

I tend to wear my hair pulled back, but over the weekend I wore it down. I caught my guy friend, who I have a thing for, staring at me and once he realized he was caught he asked if I cut my air because it looked different. I told him with a smile I didn't cut it, that I just felt like wearing it down. I know guys don't normally notice stuff like that, but he did. Any idea on what he may have been thinking? Does he like me? Too shy to compliment? Or maybe he just didn't like it which explains the lack of compliment.

That isn't enough evidence to assume that he likes you. I'd say there is a 50% chance that he indeed likes you, but was too shy to compliment you on it (like you suggested). However, there is also probably a 50% chance that he doesn't like you and it was just an observation.

He is trying to compliment without overstepping the respective friendship boundary. If he says too much you might think he has feelings or something and turn everything awkward.

You could just wear your hair down again & ask what he thinks (or "Does my hair look ok?"). Could be anything, though
