He must either have feelings for you, or was just enjoying the feeling of hugging a girl. Sometimes guys will say that they don't like someone in order to protect themselves -- they don't want to end up looking like a fool if the girl rejects them. But he obviously likes you enough to give you a more 'meaningful' type hug. Try giving him a little more encouragement, see where it goes.

It depends, I have some guy friends who do that and it's not weird at all. But it can also mean that he wants more if it lasts too long. Only you can tell, based on you're realtionship to the guy.

How do you know? Did you time how long he hugged you vs. how long he hugged your friends? My minor in college was psychology and this is just a typical effect when people see what they want to see. You're suffering from the Gestalt principle of perception. People generally look at things as a whole instead of individually. You didn't bother to look at the details, maybe he saw other people hugging for that long and he joined the bandwagon effect.
A 3 second hug doesn't mean much.
