He won’t make eye contact as much anymore?

So one of my co workers that I think likes me and I like him. He use to be able to look me in the eye when we would talk especially one on one & he would hold my gaze for a long time. I noticed lately he can barely look at me especially when it’s just me and him talking. He’ll take little looks at me once in awhile but won’t hold his gaze like he use to. The other day when we were having a meeting I was dressed really nice and he kept glancing in my direction smiling. But when I would meet his eyes he would look away and I could see he was starting to turn red. But when he talks to anyone else he can look at them just fine & hold their gaze but with me I think it’s harder for him. He can look at me from a distance but up close and personal I can barely catch his eye. So how did he go from looking me in the eye confidently to being so shy and avoid looking at me? He’s confident with looking other people in the eyes and if he likes me why would it be any different?
