What sort of "best"? The best spa treatment on offer or the best possible boyfriend? If it's the latter, "you deserve the best" can be a consolation for the fact that he doesn't want you to be his partner. No doubt he "likes" you, but if he wanted you badly he'd worry less about whether he measures up to being the very best and focus on building intimacy. He could just be shy or he could try to friend zone you. If you are attracted to him and comfortable with him you will need to find out by signalling that you are interested in dialling the intimacy up a notch.

I say it for both, for just a friend, and for a girl i really like.
Personally i say it A LOT when i really like a girl, and moreover always push her forward when she's feeling down or tired.It probably means he wants fr he best for you and he definitely has feelings for you
