What does it mean when my ex texts me every year?

I receive one text , at the same time every year.
First time it was after a no contact of six months.
The second year he invited me somewhere.
Past year he sent me a friend request. So now he is following me. Watching my public posts and my stories.
I didn't answer any of his texts and I didn't accept his friend request. What could be in his mind?

I don't get this mentality of letting people hang around. Figure out if you want to talk to him again. If not block him off everything and cut him out. It doesn't need to be so complicated.

He wants to get your attention, and it's worked. If you want to talk to him send him a message, if you dont want to spend your time thinking about him or why he is doing what he is then block him.
