well there can be many things he wants from u but is too scared to say it or look at u to say it but i think or he thinks ur pretty and he likes u or i really dont know or maybe he has a question for u and is too afraid to ask u or like see u but i think u should just be careful because like if u do not know this guy u do not really know what his intentions could be but u should just say hi to the guy and if he says something nice well then talk to him im not an expert so just say hello to this guy but then leave if u see something weird in him.
