Me and this guy randomly hooked up a while ago. Things seemed fine for about a few days and then I guess you could say that we mutually ghosted each other, neither of us kept in touch. I finally gathered the nerve to ask why he didn’t reach out and he told me that he had moved to a new city and wanted to keep to his friends during that time. We have sent a few short messages since then and I want to ask him if he wants to come over but I’m not sure if it would come off weird or too bold. I’m not one for sending risky texts but I also don’t have anything to lose. Is it worth the risk?

if you just want to hook up again then why not text him? You have nothing to lose. If you were looking for more in like a relationship sort of thing then it is a little difficult to say what just this information. If I hooked up with a girl and the sex was good and she randomly texted me to come over, I would definitely be there.

I mean yeah I like the guy enough to where I’d rather not just have a sexual relationship but at the same time I don’t know him all that well so really my only option to get my foot in the door for that is to see him casually. Or am I mistaken?

It started as casual so you are not mistaken, try to add a date aspect to it before you boom boom so you can get to know each other a bit. If he doesn't seem interested don't waste your time and emotion on it.
