A simp is a guy who is SO desperate, weak, and/or pussy-whipped (even if he's not actually getting laid, and is just hoping to) that he will excuse the worst female behavior and defend a woman even when she's obviously, blatantly wrong. A simp typically identifies as a feminist, and acts like a Radical Feminist, feels that women are horribly oppressed, and should get special treatment at every turn to compensate - and he's going to be right there to virtue-signal his feminism and to make sure you let her have her way.
A simp is the type of guy who will turn his paycheck over to his girlfriend and let her decide if he gets an allowance. If the girl crashes into a parked car, and the owner of that car shows up, he'll blame the car owner for parking their car in the wrong place, and ask what they're going to do to compensate her for the trauma she's gone through.
So there was a girl on Twitch who is hot and mostly does T&A videos, and made a video complaining that guys need to find a way to pay her $10/month, because if they can't do that, then they should be working more so they can - and that she wasn't accepting any excuses from anyone as to why they couldn't "donate" to her. Most people found that ridiculous, but there were plenty of simps defending her and donating extra money to her during the period where her video went viral.

Imagine a guy who would do anything for you. Everything for you. If you told him you want some money, he'd give your his credit card no questions asked. If you wanted something off amazon but you don't have the money for it at the moment, a quick call to him and he'd buy everything on your list, just for you. Thing is, he really, really likes you. Like, a lot. Some could say almost too much. But you purposefully ignore it, and instead use that to your advantage to get free stuff. He's aware he's being used for free stuff, but he does it anyways in vain hope that one day, you will return the feelings he has for you. He knows deep down you never will, but he tries regardless. He'll give anything for you. He DOES give everything to you. He has nothing now, but he gives regardless. Just because he "loves" you.
It means he is a source of income for any reasonably attractive woman who is willing to accept money/gifts in exchange for absolutely noting in return.

Basically when a desperate guy goes out of his way to defend, compliment, do favors for and spend money on an average to above average looking girl who ultimately doesn't give a fuck about him.
A man who jumps through every hoop and bends over backwards to do anything for the woman he fancies. Usually at the cost of his masculinity, self worth, and money.
As a result he just ends up with nothing romantically and out whatever money he spent on her to gain her validation and hopes of making her his woman when she does nothing in return that rewards that behavior or attention.
I think it means the desperate kinda guy who "white Knights" over girls, and follows girls like a pathetic lapdog and gives girls everything they want hoping to get validation in return. These are seen as weak men, basically calling them "betas" but in 2020 parlance
I don't like the term and think that it has too many political connotations, but it usually means a guy who is intimacy-starved and will defend a woman with the intention of currying favor. Grandstanding with a purpose.
Simp is a slang insult for men who are seen as too attentive and submissive to women, especially out of a failed hope of winning some entitled sexual attention or activity from them. Translation? The word simp is meant to troll young men for doing anything for a girl to get some action he supposedly deserves.
