How do women define a "creepy guy" ?

It's pretty simple actually for most scenarios. In most cases a man's behavior is creepy when the women isn't interested in him. If the woman was interested in the guy then most of these behaviors would be "cute" and "sweet" rather than "creepy" and "weird"

A guy walks up to you and compliments your eyes? Cute and sweet if the girl is interested, creepy and weird if she's not interested

A guy is too shy to talk or look at you? Cute and sweet if the girl is interested, creepy and weird if she's not interested

A guy has your entire schedule memorized so he can "bump" into you during the day? Cute and sweet if the girl is interested, creepy and weird if she's not interested

Stuff like staring all day, memorizing her schedule, showing up at her place unnanouced, especially if she never told you where you live, following her around, weird compliments or compliments in general, if she told you she doesn't want to interact with you on that sort basis. Stuff like that.

If he's generally a bad person without any self control, yes he would stare.

If she told him that she doesn't want any compliments from him and he keeps on going that's creepy. Also stuff like 'you look sexy' or 'i like your legs' to a cowworker would be totally out of place and creepy.

Do you have zero social skills?
