I think it has nothing to do with frequency, and everything to do with be sexually driven by testosterone, and an assumption that attention from a female is a come-on. I would be too.
Men communicate overtly. They are direct, clear, up front, there is no agenda.
Women communicate covertly. Everything they say has a hidden meaning or inuendo, there's an agenda. So they look for that when a man says something. You see it in the questions here all the time.
If you want a man to understand something, you have to have their attention, and be clear and concise - otherwise they just don't get it. And then you'll hear the famous, "He just doesn't get me." No toots, quit beating around the bush and just come out with it. It's not a fucking guessing game. :)
I think that's definitely a factor, yes. It's not the whole story, but it's a factor.

I've had a girl flirt with once, & it was awkard. My friends & I were trying to get to the movie theatre, & none of us are good with this type of thing. That's the only legitmate compliment/flirt I've ever gotten from a girl. So personally, I might.
