Why does he sometimes say he wants to do things, but when I text him about doing the said activity, he makes an excuse?

we've hung out alone many times. but sometimes at the end of dropping me off back home, he'll mention to hang out... for example he will be like "oh we should go to the city next time". and then the next week I'll text him asking if it's a good day to go to the city, and he'll make an excuse saying he's busy or something. so what gives? he shows interest during our hang outs (touching, being nice, giving compliments)

Also, he usually never says this but last time he initiated to meet up but he said "if you're free, let's hang out"... what does it mean when a guy says to hang out? (he usually never says hang out, but we recently had a falling out and so we didn't spend time together for a few weeks... so maybe that's why?)

He could just be trying to be polite. If you've already asked, I'd just let the ball fall in his court and go do my own thing. Go out and have fun with your friends and post about it. Don't just do it so that you get his attention, actually have fun, but you know, show him what he's missing.
