Why are guys mean to girls they like?

I have a question why are guys mean to girls they like or love , even now I am 19 and some guys still acts like this being mean and picking on you and then tell you they love you etc , that weird if you love someone then why act a jerk and bully

I hear of this a lot, but I've only seen examples of this in fanfictions, and even then, the character was just mean in general.
