What are your relations, and where are your encounters? Also, what exactly is he doing? Research the laws in your jurisdictions. If he's causing you a hostile work-environment, he's stealing your property, stalking you, sending you threatening messages, etc., such law-violations (if you've been able to secure and document them) could allow law-enforcement officers to end his reign of tyranny with serious consequences.
