Before months ago I did initiate conversation with him by replying to his stories and he did like to talk to me. I then got frustrated and didn't initiate contact with him and neither did he either. Now after months he came to congratulate me…

After he congratulated me I just replied thanks to him with a smiley. We haven’t talked after that lol.

I would not worry about this too much. Personally, I like when women initiate conversation. I am introverted and don't have much social skill.
