Why would a guy reach out to me with different numbers after we agreed to never talk again?

Sometimes it’s me the one that tells him to go away. Then there’s times where he gets upset and says he’ll leave me alone and never come back. We bicker a lot. I’ll block his numbers and then 2 or 3 days later he’ll come back with a different number complaining that I don’t reach out and don’t care. There’s times where he comes back and acts like nothing happened. He knows where I live too.
