Why are some military guys so weird?

I had an experience in which I was helping a guy that is in the military and I give him his paper and he slid his hands from my wrist to finger at the back against mine it felt so disgusting 😤 I couldn't do anything, I feel afraid of men from the army, today I had to help another guy and he was looking at me in a strange way I felt scared, is something wrong with them? Why are they behaving like this?
