Honestly, it all depends on the attraction! You can be loud, shy, quiet, neutral, or anything really, but people in general don't deserve to be ignored. It just depends on who you are attracted to and if you want to talk or get to know them.

I'm with a shy guy right now and he was very surprised when I confessed to him (didn't think I'd be the one confessing lol but it's all good)! He didn't think I would be into him but I was because I fell for his personality lol

Again, it really depends! Some people don't mind and some don't but just because someone isn't talking to you that doesn't mean you've been ignored. Of course, confidence is good but if you're a shy guy/girl that's alright.

Shy people in general are only shy until they get to know you. I consider myself pretty shy around strangers but once I am comfortable I am the opposite.

Everyone has their preferences and ignored or not is relative to what someone actually wants. I would not ignore someone simply because they are shy. I might if I have no clue they are interested because they are too afraid to speak up. I do not call that ignoring more that I am unaware.
