Guys, Men is this normal?

There is a guy in my year and I added him on snapchat back in like September as I saw him on quick add. We got talking but he would and still does leave me on sent for ages but if I do that he questions me?

He won’t talk to me with other people around. He spoke to me once the other day about a school subject with his friend there and that’s the first time ever another person has been with either of us while talking.

I often find him looking at me when I’m in my base classroom and I mean dead on looking at me and doesn’t even try deny it. The other day I was doing study and he stayed in front of the window, waiting for me to see him so he could wave?

his actions seem very strange to me. Sometimes he says hello and is polite and other times I don’t exist to him? Like whats he playing at?

I have mixed thoughts on this because when I was in high school I was awkward like this. So he may just be awkward and does not know how to talk to you. Also he may not be confident or sure about his feelings. To put it into simple terms ofc

He probably likes you, but he's too choked up to say anything. But staring is rude, so he needs to know that.

When I first added him he said he didn’t however that was months ago and he hasn’t said anything about having a girlfriend

This is a case of he likes you BUT he only likes you when it suits him. From his perspective you are only on this planet for his benefit.
My advice? 'Teach him' to give you a bit more respect.
