Why does my crush not follow me on Instagram but looks at me?

What does it mean if your crush keeps looking at you or going near you at training but then doesn't follow you on Instagram?
Because I followed him on Instagram and his account is on public but he didn't request to follow me. But like when I see him he looks at me and goes near me and does strange things.
He follows other people from training on Instagram but not me but I am new to this training and have gone there for a few weeks, is it possible he doesn't know who I am or my name? But my name has been said by my coach so I don't know.

I don't know, my brother said my name loudly one time and he looked up at him and me when he said that. My username on ig is simply my name. It's just annoying how he follows everyone else but not me
