Maybe if in situation she wanted to ask me something important which required my answer in short period of time. Or she had some "black minute" moment and wanted to share something, etc. Instead of those situation I think I don't need to apologise. :D

Yes ofc I mean it, she was counting on me and I wasn't there.

I use it as more of a way of expressing that I care about the person's time more than I do it as a way of expressing regret or guilt. Because it's only a message. Not gonna do much harm by not responding. Generally speaking at least.
