Means that he places a low priority on women that just want to be friends and not date him. Which is as it should be, guys like women who are available to them. As a guy giving away your friendship to someone who is not interested in dating you, is like giving away your best and most valuable commodity for free.
If I'm busy with something I'll text when I have time. Sometimes I forget to return the text until they send me another message. He could just be a guy like me.
People in general can be different in different scenarios. Maybe he's just less of a communicator over phone/text, and more approachable irl.
