Why is he acting so weird?

The guy knows I had a crush on him. But he never asked me out. I said hi to him he said hi back. Next day he came upstairs and roaming arround the corridoor. Whenever I am alone he stares at me with sharp gaze that it scared the hell outta me. Whenever I am around people he doesn't stare but tries to be around as much as he can. We both looked each other but he gives me sad face look. Is he a creep or pyscho or he is trying to bully me? 2 years ago he would always stare and I would always avoid him.

social anxiety, low self esteem, overthinking, self hatred, i used to be jus like him,
whenever i thought a girl was into me i jus think whats the point of trying, im shit at conversations and ask dumb questions, better to jus avoid her and not make a fool at myself,
but at the same time that crush is still there so even if you're trying to hide it you still can't help but look at her sometimes and fantasize what it would be like to be with her if you wasn't shy and pathetic

I remember 2 years ago he was with his friends after our classes. I was passing by him with my friend he looked back at me and called my name in low voice I pretended I was talking to my friend who was behind me and ignored him. I'm sure he wanted to say something to me that day.
