Guy's Behavior

He listens in on my conversations with other people, speaks to me in a group, but doesn’t speak to me one on one?

I work with him, catch him staring at me and awkwardly making eye contact with me. He’s really friendly and outgoing with everyone apart from me too.
whenever I am talking to other people, he listens intently and stares at me. He also remembers most things I’ve said. but he never talks to me one on one. I catch him checking me out too.
