I think it depends on the nature of it, like if he’s actually seeing her or you’re just upset he’s around a new girl in general. Regardless, I would try hard not to think too much about it and let it be out of sight of of mind. You’re only going to devastate yourself more by reading responses to this question that tell you he didn’t love or care about you, and that isn’t helpful.

Maybe but not necessarily. You definitely can't assume that or jump to that conclusion because that's how a lot of guys "deal" with pain, by NOT dealing with it and simply moving on with someone new right away. It's not the healthy way most definitely, but what a lot of guys do. But it's also possible that yes, there was nothing there either. Unfortunately it's one of those things you'll probably never know for sure.
