He's just moved to a different time zone and he's adjusting to Uni while I'm going through a bad depressive episode and trying to cope while I wait for my employer to call me to work. We've talked about a lot of normal friend stuff on the phone before and while I'm okay with letting the friendship drift away naturally. He seems to take it as a personal offense when I say that I'm busy and I really am having 11 hour days with barely any time to recover. He doesn't say anything over text but he's being sulky and I don't know what to say. He also sends vague love quotes and even sent an I Love you in response to a social media post that said - say something you've alway wanted to say to me; but then he said he was just kidding. Why is he being insecure and clingy?

He clearly likes you, also seems immature for sulking when you are going through a bad time. I'd say drifting away is the better choice if you're not into him romantically.
