For a guy to make excuses to talk to a girl, is it a sign of lack of confidence?

So this guy spoke to me a few times but every time he has it’s been to ask for something. However he was quite confident when helping me through a scenario but once again he asked someone else what happened.

It’s like he is a confident person in general but when he talks to me there’s a barrier there? Also sometimes he’s just really quiet around me so I decide to take the initiative and speak to him.
For a guy to make excuses to talk to a girl, is it a sign of lack of confidence?
