What do y'all think? What should I do?

So, today after the service ended as I was leaving to go to the car I saw my crush so as he was passing by I decided to make a move for the first time and said " bye" to him. He didn't say anything back, but I think he may have wanted to say something back im not sure, but his eyes were open wide a bit and I think his eyebrows were raised I don't remember because this all went by so fast.

Forgot to add we made I contact for like 1 or 2 minutes I think when he walked by and I waved and said bye to him.

If he's your age, he's, basically, still a little boy and not quite sure of himself, maybe he still thinks girls are icky, he's probably still just trying to figure things out. Stick with it but give him a little more time. At least let him know that you're interested so that, if/when he he figures things out, or what have you, he knows you're there and interested in him.
Girls mature faster than boys. Generally, the have to. Boys don't have to deal with periods, breasts, certain clothes (bras, pantyhose, high heels, etc.), make-up, pregnancy, etc. so, that gives them a longer time to go from being boys to men.
If you go to school together or have a class together, without being a kind of pest about it, I mean, don't force it on him (as in: don't make it a point to be there in the hall waiting for him every time he's expected to go by. Don't stalk him, just run into him once or twice a week if you both happen to be there.) but, if you HAPPEN to be in the hall at the same time, ask him how did on the exam you both took the other day or if he can help you with some of your homework, maybe ask if he can help you with it in study hall. If he does, appreciate his help but don't go overboard on it. Test the waters, first and see if he likes you before you go diving in. I don't mean, flat out ask him but, occasionally (for now) ask for more times to hang out together. It might even be better, for now, NOT to ask but, next time you see him in study hall, just go over to him and ask if you can sit with him. If he's on of the school teams, go to one of those events he's in and cheer him on. If your family is going out for ice cream or pizza, ask him if he'd like to go along. If you get a new record or DVD, ask him if he'd like to listen/watch it with you. Just don't, yet, make a big deal of it. For now, you're "just friends". If he's interested, things will escalate in a while.

I guess that leaves church. See if you can sit near him. Try things the old-fashioned way: if you're walking ahead of him or sitting near him, drop something accidentally on purpose and see if he picks it up to give it back to you. Accidentally drop a hanky as if you didn't know that you dropped it. If he picks it up to give it do you, start up a conversation with him and try to keep eye contact as you talk with him.

I disagree about dropping items because he will pick them up for you anyway, as he would for any other girl. Better ask him to do your homework, or any other activity that he would be bored doing for someone he doesn't like.

@Guy__ What's wrong with dropping something inn hopes that he'll pick it up? I'd much rather pick up something she dropped than to have her tell/ask me to do my homework for her!! The homework is for HER to learn what's being taught, NOT to just get the answers from a a book and copy them over or have someone else give them to her!

The problem is if she is trying to figure out whether he has feelings for her. I would pick up something for any girl. But only do the homework for the one I like.

Next time pause as you walk towards him, let his brain catch up.
then again put a pause in, such as a smile and then say ‘hi ‘ or Bye but put his usual name or nickname in.
