That's probably because many dating coaches these days tell men to try to get the girls number by telling and not asking. I think the idea is by telling you are coming off as more dominant and confident and such, where as if you ask you come off as more passive or weak like you need their permission. I'm not saying that is true just that some dating coaches recommend that. It is also possible he has never heard any dating advice and is doing it that way because maybe he found it works better then asking for the girls number.
