Is this a sign to cut ties with my brother for good?

Him and I have had a very rocky relationship since he got married... his wife and I, along with the rest of my siblings, have had a lot of back and forth with her. Despite that, he's always asking me for stuff for him and the kids... but no, we don't hang out. Anyways, yesterday he reminded me his daughter's bday is on Tuesday and we agreed that Sunday we'd take her out shopping to find stuff that's her size... he bailed without reason. When asked he just told my mom he wouldn't go out to bring my niece. I had already bought her some stuff that I have with me and wanted to buy her more but now I feel like not giving her anything and just cutting contact with him for good because I feel played.

Not necessarily cut ties, just invest less time and effort with him.
I haven't seen my sister in years and her kids, they just live their own life, here and there we chat a bit exchange some info about life and keep living.

Weird question, i can't even process it. Parents embarresed cus he cancelled meet up. It doesn't even register in my brain. doesn't your parents know you and him? Why should they feel anything about it, its just kids having argument for thousand time again.
