I don't really like the analogy since I'm bipolar, but I definitely get what you are saying, and I'll tell you why they seem that way. It seems to happen more when it's a corporation like Walmart, Bed, bath, and beyond, etc. The reason for this is corporate will call downward to the managers and explain what it is that they want and the managers will freak out because they desperately want to be moved up into the main offices. When a call comes in from corporate the managers feel like they have to accomplish the goal, or task, RIGHT NOW, so their demeanor changes in order to make everyone jump into work mode and get things done.
Now if you work for a company owned and operated by a local you might get that attitude switch from time to time, but it's never going to be as often as working for a major corporation. Again, it boils down to the managers want, need, desire to please whoever is above them so they will act nice when nothing is going on, then change into an asshole the moment higher up's call in and say "do this". It's to get you either motivated, or to force you to just go ahead and get it done, so they look better to corporate or get corporate off their own asses.
