Means they are interested and they are making eye contact and holding it, so you know that they know, that they were looking and you noticed and looked back. If your not interested then don't maintain eye contact with them when you notice it, just shake your head no and look away. If you are interested then look back straight at at them and smile at them. For all the talk about us humans beings, you got to remember that we are apart of the animal kingdom like every other creature on this planet... so some things like eye contact and starting at attractive women are all pretty basic animal instinctive nature.

It means they probably find you attractive. It could also mean there’s something horribly wrong, like if there was a giant spider on your forehead, but I doubt that. It most likely just means he thinks you are cute, and if he’s making eye contact, it probably means he thinks you are reeeeaally cute/attractive.
