Due to women having child birth to deal with among other things their bodies release more endorphins naturally than men, so in reality of "tough" i would say its an unfair way to test toughness as both start from different points
Men are physically stronger but I think women are emotionally and mentally stronger on the whole.
Women don't think about their ego as much as men, usually having more compassion and empathy.

Physically tougher? I have no idea what a cramp simulator is but despite the persistent wives tale, studies women have a lower threshold than men for pain and discomfort, so I'm pretty sure the answer to your question is no.

Do you define tougher as more durable structurally or tougher in regard to pain tolerance? Men are obviously built tougher in terms of size, bone, and muscle density while the studies I have seen show women as better with pain.

It depends on the person. Some women stronger than men, some men stronger than other women. You can't really determine who is stronger just by their gender like some people just presume that if one male is stronger than one female, then ALL men are stronger than ALL females, which is not the case. You can never say something and talk about EVERYONE. It's normally just MOST, or 99.9%.
Getting hit to the testicles is considered more painful than child birth, its something guys will often accidentally have happen to them in their normal lives.
I doubt women could put up with that kind of unpredictable pain and paranoia. there's a reason guys typically have strong reflexes to protect their sacks.
