Guys: Why would a guy keep looking at me and then turn away when I approached him?

So there is a guy I don’t know who he is, I see him everyday. I’ve noticed he is always looking at me and checking me out. In a few occasions I’ve greeted him but his reaction was very cold distant. I noticed that he keeps looking at me though but when he sees I notice his presence, he turns his back. I thought maybe he is shy or he probably has a girlfriend or even married, so I tried not looking or talking to him anymore. But then he continues looking at me and doing this. So why, why would he do that?
