Why some guys that are a 10 flirt with you but never approach you instead they want YOU to make the first move and they are playing hard to get?

The guy that i'm flirting with is 10 but never makes a move... he tried to impress me by showing me how strong and masculine he is but he doesn't try to make the first move and he's playing the hot and cold game. I was thinking to approach him but he's giving me the impression that he will leave or that he will try to play hard to get. Is he really interested or he just trying to see how good looking he is?

I guess it's similar to how girls play "hard to get" too. I'm kind of confused here too, perhaps try to figure out more on his behaviour, whether he also acts like these around other girls too.

He doesn't flirt with other girls when I am around but I think that is because I gave him attention so he is more focused on me... I definitely think that if i am not around he will try to get other girls attention

I assume he likes the attention. Does he do anything else rather than flexing his muscles? I guess he's kind of interested, perhaps doesn't know another way of flirting other than flexing (it's a guy's nature to impress girls) since it's already gotten your attention and believes that he should continue because you probably like it.
