Why do some men not act on their attraction? How come some men are visibly attracted and anxious/or flirting and do not ask you out?

Because they are unsure about it. It´s like as a guy I realise I find a woman attractive NOW, but is it enough to go out since I need to know that before I can make move on her. The issue for guys is that they often don´t know if they want to go out with her because feeling attracted to someone and being in love with them is something different.

Have you consider that you need a little more than looks to attract many people? You know personality, intelligence, alluring behavior, etc. When most most people shop for chocolate candy, it's not the thin veneer candy shell that they are looking for.

aren't women supposed to have empathy? humans don't like being rejected. so if they think they may get rejected, they will avoid doing what will lead to the rejection, which would be acting on their attraction. like girls do that too. it's not a male exclusive phenomenon.
