Is being sad when boyfriend forgets he promised sex normal/dumb?

I told my boyfriend we should have sex and he promised that definitely would. He watched videos on YouTube and slowly started falling asleep. I asked if he wanted to go to bed and he said yes. I know it’s kind of dumb but It made me feel like it wasn’t important at all to him considering it’s kinda hard for me to initiate (due to past experiences.) is it normal to get upset and cry over this? Should I bring up and if yes, how?

If this only happened once yeah it is a bit silly as he might have genuinely been tired. However, if this happens a lot you have every right to be upset
